Our Mission
To represent, inform, support, and strengthen adult social care providers by sharing insight, amplifying sector voices, and building strong partnerships with stakeholders across Norfolk and Waveney, supported by our values:

Why Norfolk Care Association is needed
The adult social care sector faces growing pressures, from workforce challenges to increasing care needs and sustainability concerns. In this complex landscape, we play a vital role as a local, inclusive organisation that brings together all care providers. By gathering intelligence, advocating for providers, and working collaboratively with system partners, we ensure the sector’s voice is strong, informed, and influential.
- Independent advocacy: we bridge the gap between care providers, local authorities, the NHS, and the wider health and social care system, making sure providers’ perspectives are heard and valued in shaping policy and practice.
- Trusted insight and guidance: We provide care providers with reliable information, practical support, and evidence-informed insight to help them navigate challenges and make informed decisions.
- Collaborative solutions: By fostering constructive dialogue between providers and decision-makers, we help co-create solutions that benefit the sector and the people it serves.

Our History
Norfolk Care Association was formed following an extensive consultation process carried out in 2018–2019. In partnership with the University of East Anglia and the University of Suffolk, an Interim Board was established to oversee the formation of a care association for Norfolk.
In January 2020, Norfolk Care Association Ltd was officially registered with Companies House. We are a not for profit, so any income or funding is reinvested to support the Association’s core aims and the organisation is accountable to its care provider members.
Five years on, some of our key successes include:
- Substantial work on PPE and vaccination programme during Covid.
- Innovative peer to peer quality support programme for providers.
- Developed care worker framework demonstrating parity with NHS roles.
- Key input into fee review process.
This success is underpinned by thousands of conversations with Norfolk’s adult social care providers.
