Norfolk County Council is inviting commissioned adult social care providers to complete its annual Sector Pulse Survey, helping to shape the 2027/28 Adult Social Care fee review.
Now in its third year, the survey gathers valuable evidence on the financial and workforce pressures facing Norfolk’s care sector, supporting local fee-setting decisions and wider market planning.
Last year, 138 providers participated, with their feedback helping to refine financial modelling and inform adjustments to proposed fee uplifts across some care markets.
Why your feedback matters
This year’s survey will help Norfolk County Council:
- Understand the financial and workforce challenges facing different care markets
- Inform the 2027/28 Adult Social Care fee review
- Build a stronger evidence base for future commissioning and market planning
- Support local and national discussions around fair and sustainable funding for adult social care
The findings will also provide evidence to support Norfolk Care Association’s ongoing work advocating for the sector.
Who should complete the survey?
The survey is intended for owners, proprietors and senior leaders of organisations commissioned by Norfolk County Council Adult Social Care, with oversight of finances and operations.
It takes approximately 15–20 minutes to complete. Providers delivering more than one type of care service should submit a separate response for each service type.
All responses are anonymous and will be reported in aggregate.

Norfolk County Council will also host Shaping the Market webinars in November to share survey findings, discuss the financial landscape and continue conversations with providers.
Providers will also have opportunities to contribute through Norfolk Care Association’s November sector subgroups.
The more providers who participate, the stronger and more representative the evidence will be in shaping the future of adult social care in Norfolk.
