Norfolk County Council (NCC) has published a new Adult Social Care Choice Policy, setting out how care options are considered and how people are supported to make informed decisions about their care.

The policy is relevant to all adult social care providers and explains how the Council balances a person’s needs, preferences, service availability, affordability and its legal duties when arranging care and support.

It also provides greater clarity on how care is funded and what happens when someone chooses a care option that costs more than the amount the Council has assessed as necessary to meet their eligible needs.

Why this matters for providers

Care providers have an important role in helping people make informed choices about their care.

The policy highlights the importance of:

  • Providing clear information about the services you offer.
  • Being transparent about fees and charges.
  • Explaining whether your service can meet an individual’s needs.
  • Supporting people who self-fund their care to understand what may happen if they later become eligible for local authority funding.

Residential and nursing care providers are also reminded of their responsibilities under Competition and Markets Authority (CMA) consumer law guidance.
